Iraq currently has no representation in Congress. Hence, it is a colony, not a state.Is the USA 51 or 50 states, considering Iraq Oil reserve?
50, because Iraq is not a state. much like Guam, and Puerto Rico are also territories of Guam merely used as places for Army Bases and what not..but they are not states either.

if it was all about oil, we would have just taken over Kuwait back in the early 90's when we had the chance.
