Is there current technology to drill for oil in the huge reserve in the rocky mountians?

The Rocky Mountains oil option is not the type that can be drilled and gush out geysers. This oil is trapped inside rock formation (shale to be specific). So like the oil sands in Canada, squeezing oil from a rock is not going to be cost effective at this time.
