Bolivia is South America's poorest country, but the richest in oil and gas reserves. What's going on?

During the colony, Bolivia had the biggest silver mines in the world. Afterwards, Bolivia had the biggest tin mines in the world. It has been a huge source of rubber, gold, and other minerals. It has the largest iron reservoir of the hemisphere.


The problems is that the US and Europe have always managed to exploit them leaving nothing for the bolivians. They麓d corrupt their leaders and if they did not comply, the would either kill them or overthrow them.Bolivia is South America's poorest country, but the richest in oil and gas reserves. The same question could be asked of the U.S.... why are we the richest nation, yet still have more than 30 million living in poverty (www.census.gov)


How does that work? Are there just 30 million lazy people, out of 300 million that's 10 percent... that's a lot of lazy people... hahhaa
What might have occured is that Bolivia which I believe is a war torn state, has not been able to educated their people or bring in outside help to tap the oil. The Bolivian government may also be concerned that by allowing outsiders they may be cheated, which inevitably if the industry is nationalized they the people will still suffer as the government probably would not use this money to pay for social programs but to run their governemt.
