Help me understand this about STRATEGIC OIL RESERVE, please?

I take the news just browsed through in YAHOO like this:

President Bush wants to continue adding the 70,000 barrels. Both political parties will attempt to stop him, though he refuses.

My questions are:

What exactly is Strategic Petroleum Reserve? Is it for exclusive use of the military and government in general?

Also, do both bipartisan parties from both House and Senate think that by stopping Mr. Bush from doing this, oil will come down in price?

Is it as simple as that?Help me understand this about STRATEGIC OIL RESERVE, please?
As others have said the Strategic Petroleum Reserve is for emergencies. It is to protect us against another oil embargo like the one in the 1970s or a natural disaster larger than Katrina. While stopping the filling of the reserves may cause the price of oil to drop about $0.05 a gallion, I would rather have the reserve full in case something catastrophic happens and we really need it to buy ourselves time.Help me understand this about STRATEGIC OIL RESERVE, please?
It is used for emergency situations. Of course Bush wants to add to it he and his family deal in oil with the foreign oil companies.

By stopping this the price will not drop. What would make it drop is tapping into our so called emergency oil %26amp; making our own oil for a small amount of time. Then you will see the price of oil fall dramatically.

Ok there Melanie yea lets take another decade to find more sources other than oil. Oil will never go away %26amp; we are smart enough to use other sources but the oil companies have so much money they will not allow us to find other sources. Obviously you must make 6 figures %26amp; the gas prices do not affect you. The gas prices are causing our economy to fall apart slowley. Its just a fact that Oil makes the world turn in human eyes.
This is considered an emergency stash. Using it will not affect the price at the pumps. What we need is to start finding solutions to our obsessive need for fuel, find alternatives instead of continuing to use it like water. I hear so many people gun ho on drilling in our country, not only is this going to prove disastrous for our wildlife and environment, but the FACTS are, it will just not serve a purpose. Studies have already been done as to how this will change our gas problems, and the fact is, it will take 10yrs before we start seeing a difference, and even then it will amount to only around 2 cents on the price at the pump. That is just plain crazy.
