the strategic oil reserve is an emergency supply of oil that the US government can use to offset boycots by enemies that would otherwise cripple the us military and economy.. the primary purpose is to ensure that if all of our overseas oil supplies were siezed by enemies we would have enough oil for the country to operate long enough to take them back.
