It can cost up to $100/barrel to produce a barrel of oil from shale, while it costs as little as $5/barrel when using some sources of light sweet crude. The oil companies aren't going to use a more expensive source as long as less-expensive sources exist.
yes, ANWAR has more oil than all of saudi Arabia. we have lots of other resources too that can be used for that. one thing i think now is that we need to try to reserve ANWAR so that when the world does need more oil, we will have the resources and of course, the power that is inherent with it.
