Will Russia have the worlds biggest oil reserves with owning most of the Arctic sea and Caspian sea?

They say that the Arctic sea could have about 25 percent of the worlds oil reserves and Russia owns a big chunk of that. Also in partnership with Kazakhstan it pumps most the oil from the Caspian also. In effect it will become a nation with the worlds biggest oil reserves along with the worlds biggest gas reserves.

Russia owns most the pipelines from Asia to Europe and is going to supply a lot more oil and gas to China in a few years and then India in the future. Is Russia now becoming so powerful that nothing can get in its way.?Will Russia have the worlds biggest oil reserves with owning most of the Arctic sea and Caspian sea?
Russia has all the power over oil. They are also one of the most powerful countries in the world with it. Which is actually why acting on Global Warming is so convenient. We can rely less on foreign oil, help the environment, and save tons and tons of money. Hopefully, alternative energy sources can create jobs. Plus, if we got our manufacturing plants out of China, they would become less powerful, and we can help Darfur. Adding to that, the war in Iraq would have little reason, because George W. Bush is looking for oil.
