Canada has 32 million people and Kuwait has 2.5 million so Canada has much less oil per person. Also the cost of extraction from the oil sand is much greater than the oil in Kuwait, which is why they are only now being developed. The increased government revenues from royalties.will probably be used to subsidize government services for everyone like the health care system not spent on welfare. No. The resources within a country belong to the person or company who owns the land. Or in the case where the Govt owns the land, the company leases the land and pays the Govt a fee. Now if the Govt wishes to give citizens a portion of that fee they collect, that is there business.





In any case, the owner of the land gets to reap the rewards. Case and point, if I discovered a diamond mine on my property tomorrow, the diamonds are pull out of the ground and sell is cash going into my bank account. Not the people's..
The population of Kuwait is like 3 million and Canada is 30. Slight difference if Canada only had to deal with the population of Montreal.
