The answer to this can be given using ';Comarative Cost Theory.'; According to this, the country specialises in the prodcution of goods that it is best suited to, exports the surplus and imports other goods. America does not depend on its own oil reserves because the cost of extracting oil exceeds the cost of importing it.
Furthermore, another debatable point is that America is saving her reserves for use in future.

And. Sell it 5 time more then what its worth. When every other country runs out .Why don't the US depend on it's own oil reserves?
Because we have so little oil here to drill, we have to depend on foreign countries to keep our demand going.
The ';strategic oil reserves?'; There is hardly anything in them. The US on a whole would probably burn through them in less than a month - probably more like two weeks. And we certainly don't produce enough to cover what we use on a daily basis.
We don't have enough proven reserves to depend on.
We don't produce enough oil for our own needs!
